1. Purpose
This rule establishes a documented route for concerns about conduct, process, records, recognition, participation or institutional administration.
2. Submission
A complaint should identify the matter complained of, relevant dates, people or records, the outcome sought and any supporting material reasonably available.
3. Acknowledgement
Complaints should be acknowledged and assigned to an appropriate reviewer or authority where practicable.
4. Fairness
Persons materially affected by a complaint should have a reasonable opportunity to respond when fairness requires it, subject to privacy, safety and legal constraints.
5. Record
Material outcomes should be documented, including any correction, referral, no-action decision, remedial step or escalation.
