Governance explains how authority, responsibility, delegation and continuity operate within the Neúmen framework.

Governance Structure

The governance record distinguishes founders, directors, executive roles, advisory roles, project leadership and other delegated institutional responsibilities.

Decision Process

Material institutional decisions should identify the competent authority, applicable rule, supporting record and any resulting act or resolution.

Authority Levels

Authority is role-specific. Participation, collaboration, authorship, recognition or association do not by themselves create authority to represent or bind Neúmen or another related entity.

Internal Committees

Committees may be created for specific institutional functions and should have a documented mandate, membership, duration and decision scope.

Delegated Authority

Delegations should define their scope, limits and duration and may be amended or revoked by the competent authority.

Conflict Rules

Succession & Continuity

Governance records should preserve operational continuity when roles change, become vacant or are reorganized, without erasing the institutional history of prior authority.
