1. Scope
These rules establish general standards for institutional records, participation, authority, documentation and continuity within Neúmen.
2. Record integrity
Official records must identify their code, title, date, status and responsible authority where applicable. Material corrections should remain traceable rather than silently erasing institutional history.
3. Role clarity
Founders, directors, collaborators, participants, researchers, volunteers, recognized persons and associated persons must not be treated as interchangeable roles.
4. Authority
Institutional decisions must be made by the person, body or delegated role authorized for the matter and should be documented when they materially affect rights, records, projects or recognitions.
5. Conflicts
Where a specific project, recognition, research activity or archival process has a more specific rule, that rule governs the specific process unless it conflicts with mandatory law.
6. Public and internal records
Not every institutional record must be public. Publication level should be determined according to privacy, safety, legal obligations, archival value and operational need.
