1. Nature

Neúmen Qvântum Quiméricvm is an institutional, conceptual and structural framework that registers, connects, governs and preserves projects, persons, research, recognitions, heritage, institutional acts, resolutions and archival memory.

2. Purpose

The purpose of Neúmen is to provide continuity, traceability and institutional memory to the initiatives incorporated within its framework.

3. Institutional boundaries

Inclusion within Neúmen does not by itself merge the legal identity, assets, liabilities or operations of distinct entities. Editorial, publishing and commercial functions identified as belonging to Nexus Quantum Quotient remain attributable to Nexus Quantum Quotient.

4. Registry principle

Material institutional records should be identified through the Neúmen Institutional Registry using the applicable NQ² code family.

5. Continuity

Projects, decisions, recognitions and records should be documented in a manner that allows their institutional history to remain intelligible over time.

6. Governance

Authority must arise from documented roles, delegated powers, rules or resolutions. No person may bind the whole framework solely by informal association with it.

7. Interpretation

This Charter is an internal institutional instrument and does not replace mandatory law, corporate records, contracts or other legally controlling documents.
