1. Grounds

Participation, access, delegated authority or project status may be suspended or removed where necessary to address serious conduct, integrity, safety, legal, operational or institutional concerns.

2. Proportionality

Any restriction should be proportionate to the identified concern and should distinguish temporary protective measures from final decisions.

3. Notice

Where practicable and lawful, affected persons should be told the basis of a material suspension or removal and any available review route.

4. Record

Material suspensions and removals should be documented through the appropriate institutional record, including effective date, authority and status.

5. Archive

Removal from an active role does not necessarily require deletion of historically valid institutional records.
