1. Purpose

This rule governs material changes to the Charter, institutional rules, policies and other normative documents within Neúmen.

2. Version control

Material amendments should produce a new version number or revision record identifying the effective date and approving authority.

3. Traceability

Superseded versions should be retained when necessary to preserve institutional history, legal context or archival continuity.

4. Emergency changes

Temporary measures may be adopted where urgent institutional, safety or legal needs require immediate action, but should be formally reviewed afterward.

5. Publication

Changes affecting public participation, access, privacy, recognition or other material public-facing processes should be made reasonably accessible before or when they take effect.
